GOVERNMENT HOUSE,
HONGKONG. 27th. March, 1914.
!
Sir,

With reference to my Despatch No. 261 of the 22nd. July, 1913, I have the honour to inform you that I have instructed the Attorney-General to bring the subject of the 2nd. rider of the Jury up for consideration when any amendment of the Public Health and Buildings Ordinance is contemplated.
I do not however propose to take any action regarding the 3rd. rider viz.:-"The Buildings Ordinance Office shoul take steps, as soon as possible to thoroughly examine all houses in the Colony known to have been built at such a time when sufficient supervision was not given to their construction; as the the proposal is, in my opinion, impracticable in view of the large Staff that would be required to undertake the work. Nor is it reasonable that on the Public Works Department should be cast a responsibility which belongs to the owners of house property.
I have the honour to be,
6
Sir,
Your most obedient,
humble servant,
THE RIGHT HONOURABLE
LEWIS HARCOURT, M.P..
